Mindful of the potential human cost in Gaza, Blinken said "the way that Israel does this matters. It needs to do it in a way that affirms the shared values that we have for human life and human dignity, taking every possible precaution to avoid harming civilians.’’Earlier Sunday, the envoy met with Saudi Crown Prince Mohammed bin Salman in Riyadh, talks that built upon earlier sessions with the leaders of the United Arab Emirates, Bahrain, Qatar, Jordan and the Palestinian Authority. Blinken said that what he heard in every meeting with Arab leaders “was a determination of shared view that we have to do everything possible to make sure this doesn’t spread to other places, a shared view to safeguard innocent lives, a shared view to get assistance to Palestinians in Gaza who need it and we’re working very much on that.”The White House also appointed David Satterfield, a former ambassador to Lebanon and Turkey, to lead U.S. efforts to get humanitarian assistance to “vulnerable people through the Middle East.” Satterfield was expected to arrive in Israel on Monday.From Washington, President Joe Biden’s national security adviser said the U.S. was not “making requests or demands of Israel with respect to its military operations.” Jake Sullivan, making the rounds of the Sunday TV news shows, said the administration was “simply stating our basic principles — the principles upon which this country is based and all democracies, including Israel, are based. There are an estimated 500 Americans living in Gaza, but that number is imprecise, officials have said.U.S. officials have said the Arab reaction to Blinken’s message has been generally positive — acknowledging Israel has a right to respond to the Hamas attacks but expressing deep concern about the humanitarian situation in Gaza and unable to stay silent about the Palestinian civilian casualties that result. 二 |     12·29 제주항공 여객기 참사 장소인 전남광주 무안국제공항의 콘크리트 둔덕. 연합뉴스12·29 여객기 참사 직후 국토교통부 소속 공무원 7명이 무안국제공항의 방위각시설물(로컬라이저)가 관련 규정에 어긋나게 설치된 사실을 알고도 적법하게 설치됐다는 내용의 자료를 작성·배포한 혐의로 검찰에 넘겨졌다.26일 경찰청 국가수사본부 12·29 여객기 참사 특별수사단은 허위공문서 작성 및 행사 혐의로 국토부 공무원 7명을 전날 송치했다고 밝혔다. 보도참고자료 작성·검토자 4명과 고위직을 포함한 총괄 책임자 3명이다.이들은 참사 다음 날인 2024년 12월 30일과 31일 무안공항에 설치된 로컬라이저가 국내외 규정에 맞지 않는다는 사실을 알면서도 ‘무안공항의 로컬라이저는 관련 규정에 맞게 설치됐다’는 내용의 보도참고자료를 두 차례 작성해 국토부 출입기자단에 배포한 혐의를 받는다.앞서 29일 제주항공 7C2216편 여객기는 무안공항에서 동체 착륙한 뒤 활주로를 이탈해 로컬라이저가 설치된 철근 콘크리트 소재 둔덕을 들이받고 폭발했다. 이 사고로 탑승자 181명 가운데 179명이 숨졌다.경찰은 국토부가 사고 여객기가 충돌한 로컬라이저의 문제점을 지적하는 언론 보도가 잇따르자 불리한 규정은 빼고 국토부에 유리한 규정만 선별적으로 인용·해석해 자료를 작성했다고 판단했다.관련 규정은 활주로 종단안전구역 등에 설치되는 항행시설을 항공기 충돌 시 부러지기 쉬운 재질과 구조로 설치하도록 정하고 있다.활주로 끝단에서 300m 이내에 설치된 구조물이 이런 요건을 충족하지 못하면 교체하거나 300m 밖으로 옮겨야 한다는 국제민간항공기구(ICAO) 지침도 있다.경찰 조사 결과 국토부 사고대책본부에서는 참사 다음 날인 12월 30일 해당 지침인 ‘ICAO 문서 9157’과 관련 규정을 전달받아 3시간 30분 넘게 회의한 것으로 파악됐다.회의에서는 로컬라이저가 규정에 맞지 않아 자료를 낼 때 신중해야 한다는 의견이 제시됐으나, 보도참고자료에는 반영되지 않은 것으로 조사됐다.자료 제목도 애초 ‘로컬라이저는 적법하게 설치됐다’는 내용으로 작성됐다가 회의 과정에서 ‘적법하게’라는 표현이 지나치게 강하다는 의견에 따라 ‘관련 규정에 맞게 설치됐다’로 변경된 것으로 확인됐다.한동훈 특별수사단 단장은 “회의에서 규정 위반 가능성을 지적하는 의견이 나왔지만 무시됐고 결국 국토부에 유리한 방향으로 자료가 배포됐다”며 “관련 규정을 장시간 검토하고도 불리한 내용만 누락한 점과 이후에도 자료를 바로잡지 않은 점 등 간접사실을 토대로 고의를 판단했다”고 설명했다.경찰은 국토부가 이후에도 책임을 피하기 위해 로컬라이저의 위법성에 관한 대응 논리를 지속해서 마련하는 등 문제점을 조직적으로 은폐한 정황을 확인했다고 설명했다.경찰이 한국공항공사 압수수색을 통해 확보한 국토부 문건에는 무안공항 부지 특성상 콘크리트 구조물의 불가피성을 검토하되 이를 확인하지 못하면 적절한 시기에 위법성을 인정한다는 취지의 내용도 담긴 것으로 전해졌다.이 문건은 지난해 1월 6일 오전 국토부에서 한국공항공사로 전달된 사실이 확인됐지만, 작성자와 내부 보고 범위 등은 밝혀지지 않았다.통상 주요 보도자료는 정부 차원의 협의도 거치지만, 당시 비상계엄 정국과 맞물린 상황에서 별도 회의는 열리지 않은 것으로 조사됐다.특별수사단은 지난 2월 국회 ‘12·29 여객기 참사 진상규명을 위한 국정조사특별위원회’에서 국토부의 사고 원인 축소·은폐 의혹이 제기되자 사실관계를 확인하는 과정에서 보도참고자료가 허위로 작성된 정황을 포착해 수사에 착수했다.경찰은 참사와 관련해 업무상과실치사상 혐의를 받는 67명을 입건하는 등 현재까지 74명을 수사했고, 신속한 처벌이 필요하다고 판단해 자료 배포와 관련한 7명을 우선 송치했다.특별수사단은 이르면 오는 10월, 늦어도 연말까지 자체적으로 판단할 수 있는 부분의 수사를 마치고 검찰과 협의할 방침이다. 다만 사고 원인에 관한 최종 수사 결과는 항공·철도사고조사위원회 조사 결과가 나온 이후 발표할 수 있다는 입장이다.。
